Noise Control Engineer
Mr. Clark is a principal of Ostergaard Acoustical Associates with 30 years consulting experience as a noise control engineer. His project work includes diverse facilities where environmental sound emissions are of concern, including refineries, water and wastewater treatment plants, pharmaceutical plants, pumping stations, power generation facilities, and gas metering and regulating stations.
Clark oversaw predictions and measurements of emissions, setting of sound emission criteria, and development of mitigation measures to meet criteria on the following:
- Public Service Electric & Gas Company, Newark, NJ
Assisted with noise emission issues related to siting of gas metering and regulating stations and expansion of electric substations. - Mass. Water Resource Authority, Deer Island Facilities, Boston
Developed acoustical designs and specifications to meet stringent noise control objectives. - U.S. Steel Sinter Plant #3, Gary, IN
Assisted owner with identifying needed noise control measures for 5000 hp fans disturbing residents 4 miles away along the south shore of Lake Michigan. - Elizabethtown Water Company, Plainfield, NJ
Developed methods to control noise associated with emergency generators, including 1500 kW units near residential areas, as well as HVAC equipment noise issues. Nine individual projects. - Wastewater Treatment Plant, Vernon, CT
Assisted with noise mitigation options during expansion of existing facility to minimize impact upon adjacent apartments. - Duke Energy, 750 Mw Power Plant, Moss Landing ,CA
Assisted with recommendations to control stack-radiated I.D. fan noise from new 7000 hp axial fans causing complaints from harbor residents. - Boehringer Ingelheim Pharmaceuticals, Ridgefield, CT
Multiple projects to control sound emissions from existing and new equipment radiated to the community. - ALCOSAN Wastewater Treatment Plant, Pittsburgh, PA
Projection and mitigation of noise emitted by large odor control systems to minimize noise impact in the community.
